NOTE

I write to bring to your immediate attention the critical matter of appointing a chairperson for the Goa Human Rights Commission (GHRC). As the President of Goa Forward Party and a representative of the people, I am deeply concerned about the prolonged vacancy of this significant position, and the adverse impact it has on the functioning of the Commission.
It has come to my attention that the GHRC currently has more than 500 pending cases awaiting resolution. The staggering backlog of cases raises serious concerns about the Commission’s ability to provide timely justice and uphold human rights of the citizens of Goa. The absence of a Chairperson further exacerbates the situation, hindering the Commission’s decision-making process and delaying the much-needed relief for aggrieved parties.
I firmly believe that the appointment of a qualified and experienced Chairperson is critical to address the mounting backlog of cases and ensure the effective functioning of the GHRC. The Chairperson should possess a deep understanding of human rights issues and a proven track record in protecting and promoting human rights. The leadership of such a person will be essential in guiding the Commission and restoring public confidence in its ability to deliver justice.

Furthermore, I urge you to initiate a transparent and robust selection process for the appointment of the Chairperson, ensuring that it is conducted in accordance with the established norms and guidelines. The process should include the involvement of relevant stakeholders, including human rights organisations and civil society representatives, to guarantee a fair and merit- based selection

Considering the urgency of this matter and the critical importance of protecting human rights, I kindly request you to prioritise the appointment of a Chairperson for the GHRC without further delay. This appointment must be made in a timely manner to expedite the resolution of pending cases and restore faith in the Commission’s ability to safeguard the rights of the people of Goa.
In addition to the appointment, I also call for necessary measures to strengthen the infrastructure and resources of the GHRC, enabling it to effectively discharge its responsibilities. Adequate administrative support should be provided to address the backlog of cases and ensure the timely disposal of new cases that come before the Commission.
I assure you that I will closely monitor the progress in this issue and will raise it in the upcoming sessions of the Goa Legislative Assembly if necessary. Once again, I reiterate that it is of utmost importance that the Government takes immediate action to appoint a Chairperson for the GHRC and prioritize the resolution of pending cases.
I look forward to your swift action in this matter and in addressing the pressing concerns regarding the pending cases.
