In 2007, Directorate of Panchayats has changed the eligibility criteria and set the minimum education qualification to Graduation from 12th Standard, which is similar to the pay-scale of Lower Division Clerk.

It would be beneficial to acknowledge the existing workload and day-to-day responsibilities of the Village Panchayat Secretaries and upgrade their pay-scale to 7th CPC, as the Recruitment Rules (RRs) has amended the eligibility criteria in 2007 and set the educational qualification to Graduation, however, the pay-scale is still at an Under-Graduate level.

She requested the Hon Minister to kindly consider the demand of All Goa Village Panchayat Association and give necessary instructions to upgrade their pay-scale to 7th CPC on priority.
