Concerned citizen and political analyst Vishal Pai Cacode has written to the Secretary of the Goa Legislature Department, raising strong objections to what he terms as inappropriate use of the Calling Attention procedure in the Goa Legislative Assembly.

In a formal letter dated 7th July 2025, Vishal Pai Cacode referred to the Calling Attention moved on 25th March 2025 by the Leader of the Opposition, Yuri Alemao, seeking the establishment of a museum in honour of celebrated cartoonist Shri Mario Miranda. While acknowledging the cultural contributions of Mario Miranda, Vishal Pai Cacode argues that such a subject does not qualify as a matter of urgent public importance, which is a clear prerequisite under Rule 63 of the Rules of Procedure and Conduct of Business of the Goa Legislative Assembly.

He emphasized that legislative time should be reserved for issues demanding immediate public intervention, and symbolic matters like setting up museums should be raised during Budget or Supplementary Demand discussions, not through provisions meant for urgent concerns.

Vishal Pai Cacode also stated that Goa has been shaped by several eminent artists, and a more inclusive approach would be to propose the creation of a comprehensive Art and Culture Centre honouring all such contributors, rather than singling out individuals.

In his letter, he requested the Secretary to ensure greater scrutiny over the admissibility of Calling Attention motions in the future. He also urged that his letter be placed before the Business Advisory Committee, scheduled to meet on Tuesday, 8th July 2025, for appropriate consideration.

The statement comes as a timely reminder of the need for procedural discipline and issue-based legislative priorities in the functioning of the House.
