The State President of the Revolutionary Goans Party (RGP), Miss Shavina Shirodkar Naik, has formally lodged a complaint at the Panjim Police Station seeking the registration of an FIR and a thorough investigation against three individuals for their alleged involvement in the unauthorised use of the Party’s name, identity and organisational authority.
The complaint has been filed against Shri Vishvesh Naik, Shri Sebastiao (Seby) Fernandes and Shri Anish Naik of, concerning the alleged preparation, issuance and circulation of appointment letters claiming to constitute 18 constituency committees across various parts of Goa in the name of the Revolutionary Goans Party (RGP).
The Party has alleged that these appointments were made without the knowledge, approval, consent or authorisation of the State President or any competent authority of the Party. Such actions have the potential to mislead party workers, prospective office bearers and members of the public into believing that these committees were officially constituted and recognised by the Party.
OFFICIAL ORDER HAD ALREADY DECLARED THE APPOINTMENTS UNAUTHORISED
The complaint specifically draws attention to the official order dated 3rd November 2026, issued by the State President in consultation with the National President of the Party. The order categorically declared the purported appointment letters dated 2nd November 2026 concerning the constitution of various constituency committees as unauthorised, invalid, null and void ab initio.
The order further clarified that the appointment letters were neither issued by the Office of the President nor approved, sanctioned or authorised by the competent authority of the Party. It also stated that the persons who signed the purported appointment letters had no authority to issue appointments or constitute committees in the name of the Revolutionary Goans Party.
Despite this official clarification, the alleged unauthorised use of the Party’s name and identity has raised serious concerns regarding possible impersonation, forgery, cheating, fraudulent misrepresentation and other offences.
DEMAND FOR POLICE INVESTIGATION
Through the complaint, the State President has requested the police to register an FIR against the above-named individuals and any other persons found involved, and investigate the matter in accordance with law.
The complaint highlights the possible applicability of offences relating to cheating, cheating by personation, forgery, fraudulent use of forged or unauthorised documents, criminal conspiracy and other relevant provisions of the Bharatiya Nyaya Sanhita, 2023, subject to the findings of the investigation.
The Revolutionary Goans Party is a State Recognised Political Party, and the unauthorised use of its name, identity and organisational authority is a serious matter that cannot be overlooked. Such activities not only undermine the Party’s organisational structure but also create unnecessary confusion among its members and the general public.
The Party reiterates that all organisational appointments and committee formations must follow its Constitution, established procedures and directives issued by the competent authorities. No individual can independently assume organisational authority or issue appointment letters in the Party’s name without proper authorisation.
The Revolutionary Goans Party expects the police authorities to conduct a fair, impartial and time-bound investigation and take appropriate legal action against all those found responsible.
