As Goa accelerates its Goa AI Mission 2027 to build a responsible, inclusive, and innovation-driven AI ecosystem, the Department of Information Technology, Electronics & Communications (DITE&C), Government of Goa, recently hosted a virtual session with Bengaluru-based Sarvam AI, the first startup selected under the IndiaAI Mission to develop India’s first homegrown sovereign AI model. During the session, Sarvam AI expressed interest in supporting the mission through policy research, establishing an AI Centre of Excellence, and co-developing AI-powered citizen services.
Sarvam AI, which has developed a full-stack generative AI platform tailored for India, also showcased its flagship products including Sarvam Samvaad (an agentic conversational AI), Sarvam Arya (an enterprise reasoning engine), and Vistaar (a serverless AI deployment platform), each designed with Indian languages and cultural context at their core.
The discussion was led by Shri Kabir Shirgaonkar, Director of DITE&C; Dr. Milind Sakhardande, Joint Director; Mr. Shubham Arora, Founder of Sarvam AI, Ms. Sharda Katare, SeMT Head; and Shri Amit Bandekar, SeMT Consultant, during which Guru Prabhaker, Director – Sales, and Prerna Bhandari, GTM, Public Sector Lead at Sarvam AI, shared insights on potential areas of collaboration between the Government of Goa and the startup.
Hon’ble Minister for ITE&C Shri Rohan A. Khaunte, reflecting on the government’s ongoing work, noted, “As the government is working towards creating Centres of Excellence in AI, the goal is to make Goa a hub for applied research, experimentation and industry collaboration. Through the AI Mission 2027, we are laying the groundwork in policy, infrastructure, research, and skills to lead in ethical and responsible AI adoption.”
DITE&C Director Shri Kabir Shirgaonkar added, “Collaborating with industry leaders like Sarvam AI strengthens Goa’s vision of building an AI ecosystem that is not only innovative and sovereign but also deeply rooted in our local languages and cultural context. A key part of this mission is the development of a Konkani Large Language Model, which will help digitally preserve and promote Goa’s rich linguistic and cultural heritage. Their approach ensures that technology benefits every community across the state.”
With the Goa AI Mission 2027 already mapping out skill development, governance frameworks, and infrastructure, collaborations of this kind can help move Goa from planning to impactful AI implementation.
