

Goa Pradesh Congress Committee President Shri Amit Patkar alongwith MP Viriato Fernandes and other GPCC functionaries today submitted a detailed memorandum to the Director General of Police, Goa, demanding immediate criminal action against M Venkat Rao Infra Projects Pvt Ltd, including its Board of Directors and Managing Director, for repeated incidents of fatal negligence at its construction sites across Goa.
In the memorandum, Shri Patkar highlighted two recent tragic deaths caused by the company’s reckless disregard for safety standards:
• On 4th March 2025, Shri Swapnil Chindarkar, an Electricity Department staffer, lost his life at an MVR construction site near Vishal Megamart, Dabolim, due to the collapse of unsafe scaffolding.
• On 28th May 2025, Shri Maruti Jadhav died in a similar incident at another MVR site, again resulting from blatant safety lapses.
The Congress Party has invoked relevant sections of the Indian Penal Code, including Sections 302, 304A, 336, 337, 338, and 287, along with provisions of the Factories Act, 1948 and the Building and Other Construction Workers Act, 1996, calling for immediate registration of an FIR, arrest of all responsible directors, and a statewide halt to all MVR Infra projects pending comprehensive safety audits.
The memorandum also highlighted two additional instances of public endangerment by the same contractor:
• Damage to a major fuel pipeline from Mormugao Port to Zuari IAV Pvt Ltd on 30th January 2025.
• Destruction of a major water pipeline at MES Junction on 17th April 2025, leading to large-scale water loss.
“This company has repeatedly endangered Goan lives with absolute impunity. It is high time the law takes its course. We demand exemplary action to ensure justice for the families who lost their loved ones and to prevent further tragedies,” said Shri Amit Patkar.
The memorandum also demands a comprehensive investigation into all deaths at MVR Infra sites in Goa over the past decade and appropriate compensation for victims’ families.
A copy of the memorandum has been acknowledged by the DGP’s office, and Congress will follow up to ensure swift logical conclusion.
